The increased FIT rates for AD which should have come into force for sub-500kW installations commissioned with Ofgem from today (1st August 2011) have unexpectedly been delayed. We understand that this is because the government has not yet received sign off from the European Commission confirming that the increased rates are compatible with State Aid rules. Therefore any plant which accredits with Ofgem before the approval is received will receive the lower rate of FITs. DECC officials are not able to say when the approval is expected...

The EU Commission’s objection to tariff levels is only to the large biomass tariff. All the other tariffs/technologies are OK. DECC was planning to launch the Renewable Heat Incentive (RHI) for non-domestic generators on 30 September 2011. However, changing the large biomass tariff will require the RHI regulations to be amended and submitted to Parliament for approval. Government are therefore unable to launch the scheme as a whole until this process has been completed. So the scheme will not be open for applications on 30 September 2011 as originally planned...

As the industry is aware, the increase in tariffs for farm scale AD projects (up to 500kW) made as part of the recent fast-track review were conditional on state aid approval. The European Commission has now made its decision not to raise objection to the proposal; and the notification can be viewed online The changes to the tariffs takes effect automatically. Therefore the new tariffs for AD will apply to installations with an eligibility date from 30 September 2011 which is the date on which the Commission made the decision...
Announced this morning, the RO Banding Review has introduced degression for the first time into the RO banding rates for renewable energy. For AD the rate is confirmed as 2 x ROCs for 2013/14 and 2014/15. Then degressing to 1.9 in 2015/16 and 1.8 in 2016/17. Thereafter RO will move into the EMR scheme. Capital funding of £8 million will be made available by the government in 2012 to encourage the UK’s road freight industry to buy and use low emission medium and heavy goods vehicles.
